Open Housing Sites

There are currently 2 sites open for intake:

  • Highland Avenue in the city of Jackson within Breathitt County, KY is open for New Construction intake beginning June 13th, 2024, through August 12th, 2024.

  • New Hope Estates in Floyd County, KY is open for New Construction intake beginning July 18th, 2024, through August 18th, 2024.

CDBG-DR Housing Programs

Community Development Block Grant - Disaster Recovery funds are special allocations that HUD can award to states to support unmet needs and long-term recovery after a disaster. In 2021 and 2022, KY was awarded a combined total of over $400M of CDBG-DR money for several disasters across the state. Due to their complexity, these funds take time to plan for and utilize, but they are often a once in a lifetime opportunity. Fahe is assisting with the intake and administration of these housing programs alongside the Department for Local Government, local government agencies, and regional partners.

Housing Program Eligibility

To determine your eligibility for a Federal CDBG-DR Grant Program, prospective applicants may expect to provide suitable documentation when applications open. Application documents may include, but are not limited to:

  • Contact Information (name, phone number, email)

  • Demographic Information (household composition, race, ethnicity, disability and veteran status)

  • Proof of Residency (current and at time of flood)

  • Employment Verification (if applicable)

  • Income Verification (including SSI and VA assistance)

  • Assets and other sources of income (investments, retirement, savings)

  • Disaster Assistance Received (FEMA, SBA loan, volunteer/donations)

  • Disaster Impact Narrative (how household was impacted by flood)


CDBG-DR Housing Program Types

New Construction Programs

Opting into the New Construction Program can benefit you in many ways! Homebuyer Counseling is available to applicants to help you on the path to eligibility and homeownership, at no cost. A new home through this program moves you out of the floodplain and substantially decreases your risk of being flooded again.

There are no requirements for flood insurance through New Construction Programs.

If you’re interested in a home on a Higher Ground site, a New Construction Program may be right for you.

2022 Single-Family New Construction Policy

Rehabilitation/Reconstruction Programs

If you are not interested in relocating or moving out of the floodplain, a Rehabilitation Program can help repair your current home, providing mitigation measures to limit future flood impact; however, please be aware of the likelihood that mold will return.

If your current home is beyond repair, Reconstruction may allow you to rebuild on your current property.

Please note that flood insurance will be required for this program.

Rental Programs

In addition to Homebuyer Programs, we are working in conjunction with local governments to identify Rental Program opportunities within communities. Prospective applicants for Rental Programs will also be required to provide eligibility and income documentation in order to apply.
